The foreign buyers’ ban was passed by the Labour Coalition government in 2018, when Statistics New Zealand figures showed 7.3 percent of all Auckland houses sold were being purchased by foreign buyers – and this rose to nearly 20 percent in Auckland’s more expensive suburbs.
